How long do you get to bid on a Spanish engineering and architecture contract?

Published 1 September 2026 · updated 1 September 2026 · 5 min read

All figures cover notices published since 1 January 2026 and were measured against the Scalebiz database on 1 September 2026. They are not a snapshot of what is open today: counting only live notices quietly removes every short deadline, because those have already closed.

Short answer: the median Spanish engineering and architecture notice gives you 37 days from publication to the closing date, and 3% close within two weeks. On the same CPV code, France runs at 40 days.

The number, measured

Across 125 Spanish architecture and engineering notices published since 1 January 2026, the median gap between publication and the closing date is 37 days. A quarter close within 30 days and a quarter stay open past 50. 1% close inside a week.

These are cohort figures: every notice published in the window, whether it is still open or long closed. Counting only what happens to be open today would quietly delete the short deadlines, because those are the ones that already closed. 103 distinct buying bodies appear in the set.

The same code, other markets

Architectural, construction, engineering and inspection services is CPV division 71 in every market that uses the vocabulary, so the same category can be compared without translating anything. It is the comparison, not the single number, that tells you what to plan for.

Poland15430 d27%

Spain12537 d3%
France29440 d2%

Spain sits at 37 days, between the United States at 11 and France at 40. The spread across the same CPV code is what tells you where your bid capacity is actually usable.

Why the window sits where it does

The EU floor is written down. Article 27 of Directive 2014/24/EU sets a minimum of 30 days from dispatch of the contract notice in the open procedure, and national practice clusters just above it — which is exactly what the spanish median of 37 days shows.

In open procedures, the minimum time limit for the receipt of tenders shall be 30 days from the date on which the contract notice was sent.

The floor is a minimum, not a target. Buyers that run accelerated or restricted procedures sit below it lawfully, which is why 3% of these notices still close within 14 days.

How many notices publish a value

81% of these 125 notices carry a published contract value, so you can size most of them before deciding whether to bid. The comparison is stark: no US notice in this category publishes one, because the public layer of SAM.gov does not carry the field at all.

Where the value is published, it is the fastest qualification filter you have. Use it before you read the specification, not after.

Who is actually buying

103 distinct buying bodies published in this category. The three largest account for 10% of everything published:

Buying bodyNotices
Infraestructures de la Generalitat de Catalunya6
Gobierno de La Rioja4
Comunidad de Madrid3

No single office dominates: the largest publishes 6 of 125 notices. This is a fragmented category, so expect different portals, different terms and no single relationship that unlocks it.

The extremes are wider than the median suggests: the shortest window in this set closed on the same day it opened and the longest 71. A median is a planning number, not a promise.

What this means in practice

  1. Decide your minimum window before you look. If a compliant bid in this category takes your team a month to assemble, 3% of this market is closed to you before you read it — and you should be filtering it out, not skimming it.
  2. Do not carry timing habits across markets. A review cycle tuned to 40 days in France loses you most of a 37-day market.
  3. Watch arrival, not the calendar. With a median of 37 days, a notice you see on day one is a different opportunity from the same notice on day 18.

What we do not know

This guide is one part of a bigger picture. For how this compares with the other routes — grants, tenders, guarantees, subsidised debt and equity — see business funding in the EU, US and UK.
