How long do you get to bid on a US engineering and architecture contract?

Published 1 September 2026 · updated 1 September 2026 · 5 min read

All figures cover notices published since 1 January 2026 and were measured against the Scalebiz database on 1 September 2026. They are not a snapshot of what is open today: counting only live notices quietly removes every short deadline, because those have already closed.

Short answer: the median US engineering and architecture notice gives you 11 days from publication to the closing date, and 64% close within two weeks. On the same CPV code, France runs at 40 days.

The number, measured

Across 208 US architecture and engineering notices published since 1 January 2026, the median gap between publication and the closing date is 11 days. A quarter close within 7 days and a quarter stay open past 20. 31% close inside a week.

These are cohort figures: every notice published in the window, whether it is still open or long closed. Counting only what happens to be open today would quietly delete the short deadlines, because those are the ones that already closed. 114 distinct buying bodies appear in the set.

The same code, other markets

Architectural, construction, engineering and inspection services is CPV division 71 in every market that uses the vocabulary, so the same category can be compared without translating anything. It is the comparison, not the single number, that tells you what to plan for.

Poland15430 d27%
Czechia7733 d5%
Spain12537 d3%
Italy6737 d7%
France29440 d2%

No market in this comparison moves faster. The United States runs at 11 days against 40 in France, so a bid team that is comfortable there is working to a different clock here.

Why the US window is the short one

The gap is not administrative habit. In the EU the minimum is written down: Article 27 of Directive 2014/24/EU sets a floor of 30 days from dispatch of the contract notice in the open procedure, so national practice clusters just above it.

In open procedures, the minimum time limit for the receipt of tenders shall be 30 days from the date on which the contract notice was sent.

US federal procurement has no equivalent general floor. FAR 5.203 requires that a solicitation be publicised and allows a response period the contracting officer considers reasonable, with a 30-day minimum reserved for specific cases rather than applied across the board. Where there is no floor, the median falls to what buyers find workable.

What the notice does not tell you

None of these 208 notices carries an estimated contract value. That is not a gap in our data: the public layer of SAM.gov does not publish an estimated value at all, so no tool reading it can show you one. In the EU the same category behaves differently — 14% of Germany notices carry one, 28% of France notices carry one.

Practically: size the opportunity from the scope of work, the set-aside and the buying office, not from a figure on the notice. Anyone quoting you US contract values before award is estimating.

Who is actually buying

114 distinct buying bodies published in this category. The three largest account for 11% of everything published:

Buying bodyNotices
Department of Veterans Affairs8
Department of Veterans Affairs (second office)7
US Embassy Bogota7

No single office dominates: the largest publishes 8 of 208 notices. This is a fragmented category, so expect different portals, different terms and no single relationship that unlocks it.

The extremes are wider than the median suggests: the shortest window in this set closed on the same day it opened and the longest 63. A median is a planning number, not a promise.

What this means in practice

  1. Decide your minimum window before you look. If a compliant bid in this category takes your team two weeks to assemble, 36% of this market is closed to you before you read it — and you should be filtering it out, not skimming it.
  2. Do not carry timing habits across markets. A review cycle tuned to 40 days in France loses you most of a 11-day market.
  3. Watch arrival, not the calendar. With a median of 11 days, a notice you see on day one is a different opportunity from the same notice on day 5.

What we do not know

This guide is one part of a bigger picture. For how this compares with the other routes — grants, tenders, guarantees, subsidised debt and equity — see business funding in the EU, US and UK.
